In a major development impacting thousands of Afghan nationals, Pakistan's Interior Ministry has officially announced the voluntary return of Afghan refugees holding Proof of Registration (POR) cards, starting from September 1.
This move comes amid growing national security concerns and increased strain on public resources.
According to a government notification, the repatriation process under the voluntary return of Afghan refugees policy will begin immediately. A full-scale return plan will be rolled out next month, targeting all remaining POR cardholders under the framework of the Illegal Foreigners Repatriation Plan (IFRP).
To ensure a smooth and transparent operation, the Interior Ministry has appointed a focal person—a section officer (security)—to oversee the implementation of the repatriation strategy.
Efforts are being made to engage international organizations and the interim Afghan government for a coordinated transition. The Ministry of Foreign Affairs will lead the diplomatic front, ensuring the repatriation process aligns with international protocols and human rights standards.
The National Database and Registration Authority (NADRA) will be responsible for deregistering Afghan returnees at key transit and border points, while the Federal Investigation Agency (FIA) will manage logistics at the designated border crossings.
Provincial governments have been directed to map all existing POR holders within their jurisdictions. These local authorities must also draft and submit a comprehensive action plan to the Ministry of Interior, detailing steps for identification, facilitation, and logistics.
Transit zones will be established for outgoing refugees, with provisions for transportation and financial assistance to ease their return. Officials have assured that these zones will be equipped with all necessary amenities to manage the transition effectively.
To promote transparency and address public concerns, a dedicated hotline and complaint cell will be established. This will allow citizens and refugees alike to report grievances or irregularities during the repatriation process.
